IRRIGATION PROJECT AND PUMPING IRRIGATION SCHEMES:

Mek Consultants Co., Ltd. has carried out the following major projects:

Client: Financing agency Ministry of Agriculture and Forestry (MAF)/Mekong Secretariat. In co-operation with: DHV Consultants BV of the Netherlands and TEAM Consulting Engineering and Management Co., Ltd (Thailand).	Mekong Irrigation Program, Vientiane and 3 Southern Provinces. January 1989 to July 1992 The program includes 12 pumping irrigation schemes, the project’s requirements comprise the operation and maintenance of pumping irrigation schemes, establishment and strengthening of water user groups, development of water management principles and practices based upon users orientation, improvement of irrigated crop production and strengthening of agency in charge of the project for replication in the future. Our services included the establishment of water user groups and defining its tasks and responsibilities for O&M of the system, promoting farmers’ participation in irrigation system design and construction, designing hydraulic structures for system improvement, construction supervision, transferring full responsibilities to the users the irrigation system management practices, carrying out village and household studies on social and community organization, conducting studies on present irrigated crop production practices in the pumping irrigation areas, assistance in irrigated crop trials, planning, production and training.
Client: Financing agency MAF/Mekong Secretarial	Nam Houm Irrigation Project, Vientiane Municipality. January 1992 to June 1993 This project’s requirement is to extend the irrigation system to supply water to a new area of 400 ha, comprise topographic survey, design of irrigation infrastructures and construction supervision. Our services included the supervision of construction, contract administration and project management during construction phase.
Client: Financing agency MAF/UNCDF-UNOPS In co-operation with: TEAM Consulting Engineering and Management co., Ltd (Thailand)	Nam Tan Perimeter Rehabilitation Project, Phieng District, Sayaboury Province. November 1992 to May 1998 Project’s requirements comprise the irrigation and drainage system of 2,200 ha and 14 villages: development of basic infrastructure for the production of rice, fruits and vegetables in small forms. The provision of village revolving fund and agricultural credit and improvement of farmer’s organization, strengthening of agency in charge of project. Our services included baseline surveys, irrigated crop trails and demonstrations in farmers’ fields, assistance in engineering design and hydraulic studies, refinement of design and supervision of construction on main system rehabilitation; irrigation blocks on farm development including demarcation of block boundaries, on-farm networks design and supervision of farmers construction, establishment and strengthening of water users’ association (WUA), and transferring full responsibilities to WUA of the operation and maintenance of all irrigation blocks.
Client: Financing agency Ministry of Labour and Social Welfare/IOM/UNHCR	Nam Xang Phathao Irrigation Development Project, Vientiane Province. April 1994 to December 1996 The project included resettlemeT Project’s requirements comprise the resettlement of 300 families of Hmong returnees at 8 different villages, provision of irrigation and drainage systems and land distribution, development of terrace paddy land and on-farm networks, establishment of water users group, operation and maintenance, agricultural extension, and credit, community development. Our services included the pre-feasibility studies, hydrologic, geological and land suitability studies, irrigation requirement studies, engineering design, preparation of tender documents, tender evaluation, supervision of construction, land distribution, design of land development into terraced paddy fields and on-farm network, supervision of land clearing and development of farmers’ construction for on-farm networks, and training for the farmers to take fully responsibilities of the irrigation system O&M.
Client: Financing agency EC-Micro Projects Luang Prabang Phase II	*Nam Thuem Irrigation Feasibility Study, Luang Prabang Province.* February 1997 to July 1997 Project’s requirements comprise the review of the irrigation and drainage system and land distribution, prior to the development of land and on-farm networks, estimation of water user groups, operation and maintenance, agricultural extension, credit, and community development. Our services included the topographic survey and feasibility studies, rapid rural appraisal, socio-economic, hydrological, and geological, land suitability and system irrigation water requirement studies, engineering design, financial, and economic analysis, and reports.
Client: Financing agency UNDP/CDF	Improvement of Water Management of 5 Irrigation Shemes in Oudomxay and Luang Namtha Provinces October 1997 to December 1997 Project’s requirements comprise the improvement of physical components and strengthening of water users’ groups for a sustainable water management. Our services included the participatory problems and needs identification, studying of the existing irrigation network conditions and performance, and development of improvement plans for the irrigation networks and the water user groups including estimated budgets for the improvement of the physical components and strengthening of the water user groups in 5 target irrigation schemes.
Client: Financing agency Department of Agriculture and Forestry of Sayaboury Province	Nam Tam Irrigation Project, Kenthao District, Sayaboury Province. November 1997 to August 1998 Project’s scopes comprise the construction of earth dam, 18m by 250m, and L&R main canals with structures. Our services included the controlling of topographic survey, assisting in the preparation of shop drawings, carrying out borrow pit investigation and soil tests, construction supervision, and quality control.
Client: Financing agency EC-Micro Projects Luang Prabang Phase II	Nam Thuem Irrigation Development, Luang Prabang Province. June 1998 to October 1998 Project’s requirements comprise the survey, site investigation and detailed design of Nam Khan Weir, access road and main canal, preparation of tender documents and rendering assistance to the tender process. Our services included the detailed topographic surveys, hydrologic and hydraulic studies, hydraulic and structural engineering design of the weir, detailed design for slide gates, intake gate, stilling basin, main canal and appurtenant structures, and access road, preparation of bill of quantities, engineering cost estimates, and tender documents.
Client: Financing agency EC-Micro Projects Luang Prabang Phase II	Nam Thuem Irrigation Development Project (Topographic Survey of 500 Ha Command Area), Luang Prabang Province. June 1998 to September 1998 Project’s requirements comprise the establishment of survey control system for approximately 500 ha of potential command area. Our services included the establishment of 16 temporary benchmarks and 14 permanent benchmarks, 16 km of traverse leveling, 32 km of cross-sections, longitudinal profiles, and 500 ha of topographic.
Client: Financing agency Vientiane Municipality	Nabian Irrigation Development Project, Vientiane Municipality. June to December 1998 Project’s requirements comprise the detailed investigation, engineering design, economic analysis and tender documents for the construction of a 500 ha irrigation system. Our services included topographic survey, socio-economic survey, geologic investigation, hydrologic study, engineering design and drawings, preparation of bill of quantities, and preparation of tender documents.
Client: Financing agency EC-Micro Projects Luang Prabang Phase II	Huay Thon & Huay Sala Irrigation Schemes. November 1999 to January 2000 Project requirements comprise the detailed investigation and design of weirs and canals. Our services included the topographic survey, geological investigation, peak flood and stream flow estimations, detailed engineering design of two gabion weirs and four main canals with appurtenant structures, preparation of bill of quantities for irrigation systems.
Client: Financing agency Lao-Luxembourg Agency, Bolikhamxay Province.	Nam Heuang and Nam Xao Irrigation Schemes, Bolikhamxay Province. June 2002 to July 2003 Project’s requirements comprise the detailed investigation, engineering design, provision of tender documents, and construction supervision. Our services included the topographical and cadastral survey of irrigation area, Preliminary assessment, hydrological studies, soil tests, detailed survey and design for Nam Heuang 61 ha and Nam Xao 550 ha With cross drainage culverts; preparation of tender documents and assisting in evaluation of contractors, and construction supervision during construction period and defect liability period.
